Goal: Aim of the Charity Grant Program is to support citizens and non commercial organizations that provide social services and work for development of science, culture, public health and education.
General Guidance
- The Yerzhan Tatishev Foundation review letters, applications, requests and projects proposals received from initiative groups of citizens and organizations that provide social service and work for development of science, culture, public health and education.
- The Foundation review all letters, applications, requests, and project proposals sent to the Department of Public Relations and other departments of the Bank TuranAlem and forwarded to the Foundation.
- The Foundation review letters, applications, requests and project proposals that are responding to the categories defined by Board of Trustees (please see section Categories of letters, applications, requests, and project proposals applicable to review in the Yerzhan Tatishev Foundation)
- All letters, applications, requests, and projects proposals sent to the Foundation directly or through BTA departments are registered in Application Registry Book. Each application get numbered and category.
- Letters, applications, requests and project proposals submitted to regional departments of BTA should be registered by local representatives and forwarded to the Foundation not later then 5 days after submission.
- In case of application received from region gain approval, the Foundation contact with beneficiary through regional department of Public Relations or Bank representative.
- The Yerzhan Tatishev Foundation does not accept and consider letters, applications, requests and project proposals from professional units, religious organizations, socio- political movements and political parties.
- The Foundation does not consider applications which are not responding to the mission and goals of the Foundation and do not meet to criteria and priorities set by Board of Trustees. (please see section Categories of letters, applications, requests, and project proposals are not applicable to review in the Yerzhan Tatishev Foundation)
- The Foundation does not give limits to charity funds; however at the moment of consideration of an application decision will be made based on available budget of the Foundation and based on criteria of realistic of requested amount.
- Letters, applications, requests and project proposals can be submitted in Kazakh and Russian languages.
- Review process of the letters, applications, requests and project proposals are consist several stages based on the Foundation’s priorities and according to rules and regulations set by the Board of Trustees (please see Rules and Regulations and Review Process of applications, letters, requests and project proposals).
- Letters, applications, requests and project proposals are considered based on selection criteria set by the Board of Trustees.
- The Board of Trustees review submitted letters and application on its meetings once in two month. Applicants should consider time requested for selection process and procedures required to make final decision on funding.
- All applicants, whose applications and requests were rejected (on any level of review), will receive Official Denial Note.
- The Foundation leaves the right to not provide reasoning for denial.
- The Foundation leaves the right to use information about beneficiaries in purpose of promotion of its activities. Beneficiaries should be informed about it.
- The Foundation leaves the right to break any relationship with beneficiary if given funds misused. Furthermore, the Foundation leaves the right to spare information about misuse of funds among interested parties.
- Applicants of approved applications and proposals will be officially invited to office of the Foundation to conduct further funding procedure, reporting and contract signing.
- Contracts will be sent to applicant through regional departments of BTA if applicants in regions do not have funds to arrive to Almaty.
- All procedures of contracting, financing and supply conducted in the frame of the Program will be done according to the rules and regulations of the Yerzhan Tatishev Foundation and Law of Republic of Kazakhstan.
- Monitoring and Evaluation of projects results will be conducted by staff of the Foundation. Members of the Board of Trustees may participate in project assessment.
Categories of applications, letters, requests and project proposals accepted by the Yerzhan Tatishev Foundation
Education
This category supports 1) Non-commercial and non-profit organizations enhancing educational system and 2) students with scientific and creative potentials in finance and economics specializations
The Foundation finance projects and initiatives supporting development of creativity of pre-school and school children, as well as project and initiatives oriented to design and implementation of new teaching methodic for children with mental disability. The Foundation also is interested in innovative approaches and projects enhancing teaching potentials of teachers and professionals involved in special educational institutions, including rehabilitation centers. Besides that, in the frame of this category, the Foundation conducts contests and research projects on variety of themes among students of financial and economical specializations.
Sports
This category supports 1) children and youth sport, 2) people with limited abilities in sport, 3) folk sport activities.
The Foundation supports to do reconstruction works and renovations of children’s sport ground, sport clubs, to supply sport equipments and facilities, to supply sport equipment and facilities with recreational functions for disabled, to conduct and arrange sport events. Also support applications or project proposals directed to develop world nation’s traditional sports.
Art
Under this category the Foundation provide support to young people talented in art.
Culture and Heritage
This category supports 1) research projects in area of history and culture people of Kazakhstan, 2) development of folk art and crafts, 3) projects that promoting intercultural relations and preventing cross-cultural conflicts.
The Foundation supports research projects on history and culture, for instance, interrelations of different cultures, traditions and cuisine nations of Kazakhstan; discover unknown parts in history of Silk Way; research on contemporary history and culture of Kazakhstan, as well as project aimed to strength friendship among the nations and prevention cross-cultural conflicts. The Foundation also supports projects and ideas leading to preservation and development of folk crafts and art.
Other
In this category the Foundation supports initiatives and projects of non-commercial and non-profit organizations and initiative groups in various spheres.
For instance, The Foundation finance projects\initiatives of rural inhabitants solving local environmental issues, projects oriented to cover social issues in public health.
Categories of letters, applications, requests and project proposals that are not acceptable by the Yerzhan Tatishev Foundation to review.
The Yerzhan Tatishev Foundation does not accept and does not consider letters and applications in following:
- Medical treatment;
- Travel expenses;
- Financial support to private people;
- Trainings and seminar participation;
- Conference, forum and symposium participation;
- International internships;
- Fundamental scientific research;
- Publication of books and other materials, except when application meet requirements and criteria of the Foundation Charity Program;
- Education, except applications meet requirements and criteria of the Foundation Educational Program.
Besides above mentioned, the Foundation does not review letters, applications, requests and proposals received from professional units, religious organizations, socio-political movements and political parties.

Selection process rule and regulations
The Foundation Charity Grant Program funding process in 4 stages:
- Application submission;
- Application internal review;
- Application review and approval by The Board of Trustees;
- Contract preparation
I. Application submission
All applications and letters has to be written in given format (please see
Application Format (148.50 kB) on the web-site). Applications can be submitted in the office of the Yerzhan Tatishev Foundation in hard copies as well as electronically. Applications and letters can be submitted in Kazakh and Russian languages.
II. Application internal review
- All collected letters and applications reviewed on internal meetings weekly by staff of the Foundation. Staff goes through submitted applications and letters. Select then based on stated criteria and requirements during one week.
- When it is necessary, staff may call or make site visits and meetings to see and reassure proposed in application or letters. Also provide support to applicants prepare and submit required documents.
- Program Managers collects additional information if it is necessary.
- Program Manager can reject letter or application if it has falsified information in it or not responding to mission of the Foundation. Manager has to provide rejected letters and applications attached with explanation on reasoning of rejection to the Board of Trustees.
- Program Manager and Assistant after review process together prepare list of selected applications with all supporting documentations to submit to the Board of Trustees.
- Program Manager get prepared to the Board of Trustee meeting:
- Prepare short description of the applications submitted under categories;
- Prepare pack of documents for the Board of Trustees members, which includes:
- List of letters/applications
- Letters/applications (or their copies);
- Blank evaluation from of expertise for members of the Board of Trustees.
III. Application review and approval by the Board of Trustees
The Board of Trustees holds meetings once in two month to review submitted letters and applications.
- The Board of Trustees review letters and applications recommended by Foundation Staff and make a decision to approve or reject applied proposal.
- The Board of Trustees can seek help in the President or Program Manager of the Foundation if there are additional clarifications needed.
- There is technical expertise can be provided by specialist if proposal includes technical component. Technical specialist can provide comments on the Board of Trustees meeting personally or in written format. Technical specialist cannot vote.
- Secretary of the meeting make notes on comments and recommendations to each application made by the Board of Trustees members and collects Evaluation Forms of Expertise filled to each reviewed application.
IV. Contract preparation
- Program Assistant acting as a Secretary of the Board Trustees meeting make notes on all comments made during group discussion on applications. All those notes are part of the protocol and serve as basis to further work with potential beneficiary.
- During 5 business day after meeting of the Board of Trustees:
- List of applications approved by the Board of Trustees signed by the President of the Foundation submit to Program Manager;
- Program Manager officially informs all applicants about decisions made by Board of Trustees. Decisions can be:
- Approve;
- Approve with conditioning (requires additional information необходима);
- Rejection.
- Applicants succeeded in selection process receive Confirmation Letter where would be stated date, time and place for contract to be sign.
- Applicants succeeded in selection process with certain condition will receive Confirmation Letter with recommendations and date when it has to be completed. After recommendation made by the Board of Trustees will be made, Program Manager begins process of contract preparation and funding.
Selection criteria
- Proposals responding to mission, goals and priorities of the Foundation.
- Proposal should respond to the needs of target groups.
- Project results should benefit to large number of beneficiaries.
- Project results responding to problem solving should be sustainable, long term oriented and positive.
- Expected results responded to solve problem should be realistic and achievable in certain timeframe.
- Realization project plan should be well defined and justified.
- Project must be rationale and economically efficient.
- Project implementers should have necessary qualification and enough experience.
- Support on a grassroots level: local authorities, community and local government.
- Project has to include fundraising plan to attract resources from local business, other sponsors, input from applicant (for example voluntarism), local authorities and inhabitants.
- Project implementation should not have negative impact on environment.
- Exchange of experience and collaboration with other organization should complement other programs working in the region.
- Application and approach of innovative ideas and methods towards problem solving.
- Opportunity to expand good experience.
